Background
System Readiness Levels (SRLs) are an analysis of key outputs of an
equipment acquisition project structured in such a way as to provide an
understanding of work required to mature the project. SRLs are the
MoD's preferred method for undertaking IPT self analysis of key phases
of an equipment acquisition programme (Initial Gate, Main Gate, Release
to Service). This analysis is achieved using a matrix to capture these
key outputs and understand how they should mature over time.
The MoD have identified a need to
improve the
application of techniques and assessments for system maturity
measurements within avionics procurement programs when utilising the
System Readiness Level (SRL) airworthiness metrics. The ASSC, with its
links both within the MoD and Industry, have been tasked by the MoD to
undertake this work. Phase
1
A detailed technical investigation of the material and tools available
to AIR IPTs was carried out. The material examined included: Aircraft Maturity Model - A model
containing
guidance and process maps giving the IPT the means to track the
maturity of the airworthiness compliance of the project. ASEMS Audit Questions - Audit question
set, tailored
for avionics procurements, for use when undertaking audits of IPTs.
SRL Self Assessment Tool - An excel
formatted tool
containing a set of supporting questions for the IPT designed to
identify evidence required to achieve levels of project maturity in
each system discipline, including Airworthiness. The SRL Tool was extensively amended to
incorporate
JSP 553 guidance, enhanced self assessment methodology, the utilisation
of a document deliverable maturity matrix and a new In-Service

Phase 2 The
aim of the next phase of the programme was to improve the awareness of
airworthiness maturity assessments with SRLs. A series of one day
training workshops aimed at safety and programme managers within AIR
IPT's responsible for the procurement and upgrade of airworthy
equipment was held.
